First, link your EGS account with your ESO account on elderscrollsonline.com, then link your ESO account with your with your Steam account on elderscrollsonline.com. I think this should be enough for you to be able to continue playing on your account with your characters from EGS version when you buy game in Steam and start to play there.
With collections coming cross play, or something similar is that much easier. Not real time cross play as in an Xbox players could play with a PC user, but you can share your CP, Collections, Crown store etc with your other account making it much easier to start again on another server.
I bought elder scrolls online and an Xbox One because I seen everywhere that you could play with friends on a different console. I'm on Xbox One and my friend is on Playstation 4. We both picked the same server and same alliance but we did diff race and class he is dark elf and im human.

It does work with PlayStation you have to download the PS app to your mobile device to remote play on PS4/PS5 I do this all the time. Ah okay, but then it still requires a PlayStation to be online, where the trick I show require no hardware to run the game, but thanks for letting me know.
Nope. logistically there are issue doing updates between servers that can result in unintended errors and exploits. On top of which there are those that will probably complain about balancing the playing field between console and pc players (there are already folks complaining about the character transfers giving folks an unfair head start).
That doesn't negate the difficties inherent in cross-play, such as addons, mixing the server economies, or the technical details of how ZOS manages our account info, but I can understand the urge to ask for cross-play and account transfers when the alternative would be losing my years of progress and purchased content on the PC for a brand new
